مع انطلاق العمل بقرار السماح بالعمل الجزئي للعاملين في القطاع الخاص،
كشف مصدر مسؤول بالهيئة العامة للقوى العاملة ان الهيئة تعكف على إعداد الضوابط الخاصة بتنفيذ القرار وآلية العمل على ان تكون جميع الاجراءات آلية وضمن البرامج المعتمدة في الهيئة (خدمة اسهل، تطبيق سهل، موقع الهيئة الالكترونية).
وأوضح المصدر لـ «الأنباء» انه سيكون هناك نموذج خاص مدرج عبر المواقع الالكترونية وتتم تعبئته ورفعه «أونلاين»
بموافقة صاحب العمل الاول، ويعتمد من صاحب العمل الثاني وبالنسبة للضوابط والشروط الاخرى، فإن الهيئة تعمل على إعدادها ورفعها لوزير الداخلية للاعتماد. تجدر الإشارة الى ان قرار السماح بالعمل الجزئي اصبح ساريا منذ بداية الشهر الجاري.

في إطار الجهود الرامية إلى تعديل التركيبة السكانية والحدِّ من استقدام العمالة من الخارج، وتحقيق الاستفادة القصوى من الأيدي العاملة الماهرة المتواجدة في الكويت، قرر النائب الأول لرئيس مجلس الوزراء وزير الداخلية الشيخ طلال الخالد السماح بالعمل الجزئي «لدى الغير» للعاملين في القطاع الخاص.
وأوضحت الهيئة العامة للقوى العاملة أن هذا القرار الذي يطبق اعتباراً من الإثنين المقبل الموافق أول يناير 2024، سيسهم في استثمار قوة احتياجات السوق الكويتي، وسيكون العمل الجزئي بموافقة «صاحب العمل الأصلي»، وبحدٍّ أقصى 4 ساعات يومياً، ويستثنى من هذا الحد قطاع المقاولات.
كما وجَّه الخالد الهيئة العامة للقوى العاملة بالسماح لأصحاب العمل بالإذن لمجموعة من موظفيهم للعمل عن بعد، وذلك للمهن التي يستطيع العاملون فيها إنجاز المهام من دون الحاجة إلى التواجد في مقر العمل، وفقاً لضوابط تضعها الهيئة لضمان حقوق أصحاب العمل والعاملين.
وأبلغ مصدر القبس أن السماح بالعمل الجزئي سيحقق الكثير من الفوائد أبرزها تنظيم سوق العمل، وتلبية احتياجات الكثير من قطاعات الأعمال ورفدها بعمالة ماهرة.
وذكر أن القرار يخدم خطة الدولة في تعديل التركيبة السكانية، ومحاربة تجارة الإقامات، والقضاء على العمالة الهامشية، والتي ستصبح قريباً «من الماضي»، فلن يتواجد في البلاد سوى العمالة الماهرة المنتجة.
وكشف المصدر أن هذا القرار سيستفيد منه أصحاب الأعمال ويحسِّن بيئة العمل، كما يخدم أكثر من 500 ألف عامل في القطاع الخاص، وسيصبح بإمكانهم العمل الجزئي بعد موافقة أصحاب الأعمال الأصليين.
وأشار المصدر إلى أن أجور العمالة الحرفية ارتفعت بصورة كبيرة مؤخراً، بل تضاعفت في بعض المهن مثل الأعمال الإنشائية والصناعية وغيرها، لذا فإن هذا القرار سيسهم في توفير شرائح من العمالة بأجور معقولة ما يخدم قطاع الأعمال.
