Compliance Monitoring Manager
Responsibilities and Duties:
- Ensure that the activities of Jazeera Airways are monitored for compliance with the applicable requirements and any additional requirements as established by the organization, and that these activities are carried out properly under the supervision of the nominated persons;
- Ensure the company systems, standards, and policies are in accordance with international and DGCA requirements and periodically reviewed to ensure it remains relevant and appropriate to the company policies.
- Ensure that the approved continuing airworthiness management organization continues to meet the KCASR 8 Part M requirements, and monitor compliance with:
- The adequacy of, procedures required to ensure airworthy aircraft.
- All M.A. Subpart G activities are being performed in accordance with the approved procedures, and;
- All contracted maintenance is carried out in accordance with the contract.
- Ensure that the approved line maintenance and any maintenance contracted to another maintenance organization continues to meet the KCASR 8 Part 145 requirements, and monitor compliance all functions specified in KCASR 8 Part 145 Maintenance Organization Approval.
- Issue /renewal/cancellation of KCASR Part-145 C/S - S/S individual authorisation;
- Develop and maintain the yearly training program that ensures all personnel in the Compliance Division are trained and competent to perform their duties.
- Attend, as appropriate, Operational Management Committee meetings or incident / accident investigations committees.
Requirements and Qualifications:
- Bachelor’s degree in Engineering from aeronautical, mechanical, electrical, electronic, avionics, industrial, or other studies relevant to the aviation.
- Has at least 5 years of maintenance experience on aircraft with recent experience in the same category and class of aircraft as used by the company;
- Has at least 5 years of experience of quality / compliance monitoring management at the time of appointment as Compliance Monitoring Manager;
- Demonstrate relevant knowledge to the Kuwait DGCA regulations and requirements, contents of company AOC, operations specifications, the provision of the regulations and the IOSA / ICAO Standard and Recommended Practices (Annexes and relevant documents) and the standards necessary to carry out his duties and responsibilities to ensure compliance, safety, security and efficiency;
- Comprehensive knowledge of the EASA / KCASR Part 145, Part M, MOE, CAME, and any associated requirement and procedure;
- Auditing techniques training and root cause analysis methodologies training.
- Inter-personal, communications and managerial skill with an ability to liaise effectively at all levels of the organization.
- Has completed an audit Management, Audit Technique, SMS, AVSEC, and Human Factor trainings.
- Knowledge of MS Office.

مدير مراقبة الامتثال
المسؤوليات والواجبات:
- التأكد من مراقبة أنشطة طيران الجزيرة للتأكد من امتثالها للمتطلبات المعمول بها وأية متطلبات إضافية تحددها المنظمة، والتأكد من تنفيذ هذه الأنشطة بشكل صحيح تحت إشراف الأشخاص المرشحين؛
- التأكد من أن أنظمة الشركة ومعاييرها وسياساتها تتوافق مع المتطلبات الدولية ومتطلبات هيئة الطيران المدني ويتم مراجعتها بشكل دوري للتأكد من أنها تظل ذات صلة وملائمة لسياسات الشركة.
- تأكد من أن منظمة إدارة صلاحية الطيران المستمرة المعتمدة تستمر في تلبية متطلبات KCASR 8 الجزء M، ومراقبة الامتثال لـ:
- كفاية الإجراءات المطلوبة لضمان صلاحية الطائرات للطيران.
- يتم تنفيذ جميع أنشطة القسم الفرعي G من قانون إدارة الغذاء والدواء وفقًا للإجراءات المعتمدة، و؛
- يتم تنفيذ كافة أعمال الصيانة المتعاقد عليها وفقًا للعقد.
- التأكد من أن صيانة الخط المعتمدة وأي صيانة تم التعاقد عليها مع منظمة صيانة أخرى تستمر في تلبية متطلبات KCASR 8 الجزء 145، ومراقبة الامتثال لجميع الوظائف المحددة في موافقة منظمة صيانة KCASR 8 الجزء 145.
- إصدار/تجديد/إلغاء ترخيص فردي من KCASR Part-145 C/S - S/S؛
- تطوير وصيانة برنامج التدريب السنوي الذي يضمن تدريب جميع الموظفين في قسم الامتثال وكفاءتهم في أداء واجباتهم.
- حضور، حسب الاقتضاء، اجتماعات لجنة الإدارة التشغيلية أو لجان التحقيق في الحوادث/الحوادث.
المتطلبات والمؤهلات:
- - درجة البكالوريوس في الهندسة من تخصصات الطيران، أو الميكانيكا، أو الكهرباء، أو الإلكترونيات، أو الطيران، أو الصناعة، أو غيرها من الدراسات ذات الصلة بالطيران.
- لديه خبرة لا تقل عن 5 سنوات في صيانة الطائرات مع خبرة حديثة في نفس الفئة وفئة الطائرات التي تستخدمها الشركة؛
- لديه ما لا يقل عن 5 سنوات من الخبرة في إدارة مراقبة الجودة / الامتثال في وقت تعيينه كمدير مراقبة الامتثال؛
- إظهار المعرفة ذات الصلة بلوائح ومتطلبات المديرية العامة للطيران المدني الكويتية، ومحتويات شهادة المشغل الجوي للشركة، ومواصفات العمليات، وتوفير اللوائح ومعيار IOSA / ICAO والممارسات الموصى بها (الملاحق والوثائق ذات الصلة) والمعايير اللازمة للقيام بواجباته ومسؤولياته لضمان الامتثال والسلامة والأمن والكفاءة؛
- معرفة شاملة بـ EASA / KCASR الجزء 145، الجزء M، MOE، CAME، وأي متطلبات وإجراءات مرتبطة بها؛
- التدريب على تقنيات التدقيق والتدريب على منهجيات تحليل السبب الجذري.
