First: Financial Advisor:
- Hold a university degree in accounting, with no less than (15 years) of practical experience, or a specialized accounting diploma with no less than (10 years) of experience in addition to (10 years of practical experience) and hold a university degree in the same specialization.
- The ability to develop strategic plans, improve overall performance, raise the efficiency of utilizing available resources, and adopt the latest means of innovation in financial foundations.
- Enhancing the capabilities of distinguished cadres in the Ministry and training employees in their work.
- He has practical experience in completing, reviewing and approving payment certificates after auditing them,directing and providing consultations in preparing budgets, auditing payments, liquidating contracts from a financial perspective, and resolving problems of payments and pending contracts.
- Submitting an annual report to the sector head, including shortcomings in the financial sector and ways to address them.
- He has sufficient experience and ability to respond to reports and deal with regulatory bodies (Audit Bureau, financial controllers, employment affairs).
- Participation in membership of specialized committees and working groups.
Second: Legal Advisor:
- Holder of a university degree specializing in law, with no less than (15 years) of practical experience, or a specialized law diploma with no less than (10 years) of experience in addition to (10 years of practical experience) and holder of a university degree in the same specialization.
- Experience in the field of contracts, cases, tenders, preparing reports, and issuing legal opinions on matters related to the implementation of decisions and regulations that are consulted by the financial sector, and resolving all problems that may arise during the implementation of contracts and tenders.
- Supervising all draft laws, regulations, legal memoranda and reviewing contracts.
- Sufficient experience in responding to grievances and complaints filed by companies and contractors in accordance with the Central Agency
- for Public Tenders Law and Circular No. 5 of 2020.
- Submitting an annual report to the sector head, including shortcomings in the financial sector and ways to address them.
- Holder of a university degree in law and no less than (10 years) of practical or academic experience.
A. Contracts and Tenders Department.
- Drafting, writing, contracts, legal documents, and preparing legal documents and papers.And update it regularly and verify the accuracy of its information.
- Reviewing the general and special conditions of tenders, auctions and practices and following up on them with the various sectors.
- Responding to all inquiries and providing advice needed by the regulatory authorities (Audit Bureau, financial controllers, employment affairs).
- Providing accurate legal advice regarding all tenders, practices and auctions in accordance with the Central Agency for Public Tenders Law and the circulars of the Ministry of Finance.
- Full knowledge of the legislation and laws of the regulatory bodies (Audit Bureau, Financial Control,Employment Affairs).
- Participating and attending meetings and providing legal support and legal advice needed by committees and work teams related to contract and tender management.
B. Case Follow-up Department:
- He has experience in coordinating defenses in lawsuits filed by or against the Ministry with The concerned parties, and preparing memoranda and documents related to lawsuits filed by or against the Ministry.
- The ability to prepare warnings directed by the Ministry to others, and to complete procedures related to amicable settlements.
- Sufficient experience in representing the Ministry in expert sessions before the Experts Department at the Ministry of Justice.
- Experience in announcing lawsuits and following up on the implementation of rulings issued in favor of or against the ministry.
Fourth: Financial Specialist:
- Holder of a university degree in (accounting, finance, marketing, economics, statistics, management) and practical or academic experience of no less than (10 years).
- To have the ability to research and interpret regulations, circulars, financial and accounting decisions. To assist in the financial procedures of the entity.
- To have the ability and sufficient experience to provide advice and solutions to the instrument regarding the financial operations necessary to enforce compliance with legal requirements.
- Verifying the documents and papers related to the request for financial payments according to the financial laws and regulations governing this matter.
- Has the ability and experience to recommend the preparation of financial procedures and policies through which accounting controls are achieved.
- Assists in collecting and examining financial and accounting data and information for some accounts, which would contribute to addressing some of the comments on these accounts.
- Have the ability to provide advice on developing financial models, taking into account the legal terms and rules governing them.
- Participate in regular audits and recommend plans to correct financial procedures.
- Contribute to the creation and design of the annual plan for the financial sector, which will help achieve its targeted objectives according to budget requirements.
- Assist in documenting, developing and continuously updating the internal strategies and policies of the Financial Affairs Sector.
- Have the ability to monitor outstanding accounts payable status and follow up with
- relevant implementing parties to ensure timely processing.
- To have the experience to assist the Ministry’s employees in ensuring compliance with and updating the applicable
- accounting standards and the policies and procedures of the country’s regulatory authorities.
- Carry out any other tasks assigned by officials in the financial affairs sector.
Fifth: Financial Auditor
- Holds a university degree in accounting with experience of no less than (10 years) and has professional courses and certificates
- in the field of auditing and practical experience of no less than (5 years).
- Review and audit the financial status and financial statements in the Ministry.
- Auditing financial matters and accounting entries
- Collecting the necessary data and information from the financial system that includes the Ministry’s financial reports.
- Contribute to developing the audit plan according to international standards.
- Ensure that all financial transactions and documents comply with all legal, financial procedures and other regulatory requirements associated with them.

- - لديه خبرة عملية في إنجاز ومراجعة واعتماد شهادات الدفع بعد تدقيقها وتوجيه وتقديم الاستشارات في إعداد الموازنات وتدقيق الدفعات وتصفية العقود من الناحية المالية وحل مشاكل الدفعات والعقود المعلقة.
- رفع تقرير سنوي إلى رئيس القطاع يتضمن أوجه القصور في القطاع المالي وسبل معالجتها.
- - لديه الخبرة الكافية والقدرة على الرد على التقارير والتعامل مع الجهات الرقابية (ديوان المحاسبة، مراقبي المالية، شؤون العمالة).
- المشاركة في عضوية اللجان المتخصصة ومجموعات العمل.
ثانياً : المستشار القانوني :
- - حاصل على شهادة جامعية متخصصة في القانون مع خبرة عملية لا تقل عن (15 سنة)، أو دبلوم قانون متخصص مع خبرة لا تقل عن (10 سنوات) بالإضافة إلى (10 سنوات خبرة عملية) وحاصل على شهادة جامعية في ذات التخصص.
- الخبرة في مجال العقود والقضايا والمناقصات وإعداد التقارير وإصدار الآراء القانونية في الأمور المتعلقة بتنفيذ القرارات والأنظمة التي ينظرها القطاع المالي، وحل كافة المشاكل التي قد تنشأ أثناء تنفيذ العقود والمناقصات.
- الإشراف على كافة مشاريع القوانين واللوائح والمذكرات القانونية ومراجعة العقود.
- - خبرة كافية في الرد على التظلمات والشكاوى المقدمة من الشركات والمقاولين وفقا للجهاز المركزي
- لقانون المناقصات العامة والتعميم رقم 5 لسنة 2020.
- رفع تقرير سنوي إلى رئيس القطاع يتضمن أوجه القصور في القطاع المالي وسبل معالجتها.
- - حاصل على شهادة جامعية في القانون مع خبرة عملية أو أكاديمية لا تقل عن (10 سنوات).
أ. إدارة العقود والمناقصات.
- صياغة وكتابة العقود والوثائق القانونية وإعداد الوثائق والأوراق القانونية وتحديثها بشكل دوري والتأكد من دقة المعلومات الواردة فيها.
- مراجعة الشروط العامة والخاصة للمناقصات والمزايدات والممارسات ومتابعتها مع القطاعات المختلفة.
- الرد على كافة الاستفسارات وتقديم المشورة اللازمة للجهات التنظيمية (ديوان المحاسبة، المراقبون الماليون، شئون العمل).
- تقديم المشورة القانونية الدقيقة بشأن كافة المناقصات والممارسات والمزايدات وفقاً لقانون الجهاز المركزي للمناقصات العامة وتعميمات وزارة المالية.
- - المعرفة التامة بالتشريعات والقوانين الخاصة بالجهات الرقابية (ديوان المحاسبة، الرقابة المالية، شئون العمل).
- المشاركة وحضور الاجتماعات وتقديم الدعم القانوني والاستشارات القانونية التي تحتاجها اللجان وفرق العمل المتعلقة بإدارة العقود والمناقصات.
ب. قسم متابعة القضايا:
- - لديه خبرة في تنسيق الدفاعات في القضايا المرفوعة من الوزارة أو عليها مع الجهات المعنية، وإعداد المذكرات والوثائق المتعلقة بالقضايا المرفوعة من الوزارة أو عليها.
- القدرة على إعداد الإنذارات التي توجهها الوزارة للغير، واستكمال الإجراءات المتعلقة بالتسويات الودية.
- - خبرة كافية في تمثيل الوزارة في جلسات الخبراء أمام إدارة الخبراء بوزارة العدل.
- - الخبرة في إعلان الدعاوى ومتابعة تنفيذ الأحكام الصادرة لصالح الوزارة أو ضدها.
رابعا: المتخصص المالي:
- - حاصل على شهادة جامعية في (المحاسبة، المالية، التسويق، الاقتصاد، الإحصاء، الإدارة) وخبرة عملية أو أكاديمية لا تقل عن (10 سنوات).
- القدرة على البحث وتفسير اللوائح والتعميمات والقرارات المالية والمحاسبية والمساعدة في الإجراءات المالية للكيان.
- أن يكون لديه القدرة والخبرة الكافية لتقديم المشورة والحلول للجهاز فيما يتعلق بالعمليات المالية اللازمة لفرض الامتثال للمتطلبات القانونية.
- التحقق من صحة المستندات والأوراق المتعلقة بطلب الدفعات المالية وفقاً للقوانين والأنظمة المالية المنظمة لهذا الأمر.
- لديه القدرة والخبرة في التوصية بإعداد الإجراءات والسياسات المالية التي يتم من خلالها تحقيق الضوابط المحاسبية.
- يساعد في جمع وفحص البيانات والمعلومات المالية والمحاسبية لبعض الحسابات مما من شأنه أن يساهم في معالجة بعض التعليقات على هذه الحسابات.
- - لديه القدرة على تقديم المشورة بشأن تطوير النماذج المالية، مع الأخذ بعين الاعتبار الشروط القانونية والقواعد التي تحكمها.
- المشاركة في عمليات التدقيق الدورية والتوصية بخطط لتصحيح الإجراءات المالية.
- المساهمة في إعداد وتصميم الخطة السنوية للقطاع المالي بما يساعد على تحقيق أهدافها المستهدفة وفق متطلبات الميزانية.
- المساعدة في توثيق وتطوير وتحديث الاستراتيجيات والسياسات الداخلية لقطاع الشؤون المالية بشكل مستمر.
- لديك القدرة على مراقبة حالة الحسابات المستحقة الدفع ومتابعتها
- الأطراف التنفيذية ذات الصلة لضمان المعالجة في الوقت المناسب.
- - أن يكون لديه الخبرة لمساعدة موظفي الوزارة في التأكد من الالتزام بالقوانين واللوائح المعمول بها وتحديثها.
- المعايير المحاسبية والسياسات والإجراءات المتبعة من قبل السلطات التنظيمية في البلاد.
- تنفيذ أي مهام أخرى يتم تكليفها من قبل المسؤولين في قطاع الشؤون المالية.
خامسا : المراجع المالي
- حاصل على شهادة جامعية في المحاسبة بخبرة لا تقل عن (10 سنوات) وحاصل على دورات وشهادات مهنية
- في مجال التدقيق وخبرة عملية لا تقل عن (5 سنوات).
- مراجعة وتدقيق الوضع المالي والبيانات المالية للوزارة.
- مراجعة الأمور المالية والقيود المحاسبية
- جمع البيانات والمعلومات اللازمة من النظام المالي الذي يتضمن التقارير المالية للوزارة.
- المساهمة في تطوير خطة التدقيق وفقا للمعايير الدولية.
- التأكد من أن جميع المعاملات والوثائق المالية تتوافق مع جميع الإجراءات القانونية والمالية والمتطلبات التنظيمية الأخرى المرتبطة بها.
