Responsibilities

• Cost Estimation & BOQ: Prepare precise cost estimates for materials, labor, equipment, and subcontractors; develop comprehensive Bills of Quantities (BOQ).

• Tendering & Bidding Excellence: Lead the RFQ/RFP processes, manage pre-qualifications, and provide critical pre & post-bid clarifications and budgeting support.

• Strategic Negotiation: Effectively negotiate with subcontractors and vendors to ensure competitive edge and profitability.

• Analysis & Risk Management: Perform rigorous cost analysis, execute value engineering, identify operational risks, and incorporate necessary contingencies.

• Cross-Functional Coordination: Synchronize with engineering, procurement, and planning teams to ensure integrated input across all disciplines.

Requirements

• Education: Bachelor’s Degree in Mechanical Engineering.

• Experience: Minimum 15 years in Oil & Gas/EPC estimation with broad knowledge in Civil, Mechanical, E&I, and Cathodic Protection (CP).

• Technical Expertise: Deep familiarity with market prices and the standards/requirements of KOC, KNPC, KGOC, and KIPIC.↚ 

• Certifications: Additional professional certifications such as CCP, PMP, or equivalent are highly advantageous.

• Location: Candidates must be currently based in or ready for local hiring in Kuwait.
