Responsibilities

End-to-End Management: Oversee external procurement from technical purchase requests to final warehouse delivery.
Supply Chain Link: Act as the critical coordinator between project operational needs and global vendors.
Operational Oversight: Manage shipping, customs clearance, and logistics to ensure timely arrival of critical materials.
Strategic Sourcing: Lead supplier evaluations, vendor development, and rigorous contract administration.

Requirements

Education: Bachelor’s degree in Supply Chain, Logistics, Business Administration, or a related field.
Experience: 7–10 years of hands-on experience in International Procurement within the construction or contracting sector.
Technical Mastery: Deep expertise in Incoterms, Documentary Credits (L/Cs), and international trade finance.
Local Knowledge: Solid understanding of Kuwait customs regulations and clearance procedures.
Systems: Proficiency in ERP systems such as Oracle or SAP.↚
Skills: Superior negotiation skills, analytical problem-solving, and fluency in English (Arabic is a plus).

المسؤوليات

الإدارة الشاملة: الإشراف على دورة المشتريات الخارجية بدءاً من طلبات الشراء الفنية وصولاً إلى التسليم في المستودعات.
حلقة الوصل: التنسيق الحيوي بين الاحتياجات التشغيلية للمشاريع والموردين العالميين.
الإشراف التشغيلي: إدارة عمليات الشحن، التخليص الجمركي، واللوجستيات لضمان وصول المواد الحساسة في موعدها.
التوريد الاستراتيجي: تقييم الموردين، تطوير البائعين، وإدارة العقود بصرامة واحترافية.

المتطلبات

المؤهل العلمي: درجة البكالوريوس في سلاسل التوريد، اللوجستيات، إدارة الأعمال، أو تخصص ذي صلة.
الخبرة: من 7 إلى 10 سنوات من الخبرة العملية في المشتريات الدولية داخل قطاع الإنشاءات والمقاولات.
الخبرة الفنية: احتراف كامل للمصطلحات التجارية الدولية (Incoterms)، الاعتمادات المستندية (L/Cs)، وتمويل التجارة الدولية.
المعرفة المحلية: فهم عميق للوائح الجمركية الكويتية وإجراءات التخليص.
الأنظمة: خبرة عملية في استخدام أنظمة ERP مثل Oracle أو SAP.
المهارات: قدرات تفاوضية عالية، تفكير تحليلي، وإجادة تامة للغة الإنجليزية (تعتبر اللغة العربية ميزة إضافية).
