Qualifications/Experience
- Must have a Bachelor's Degree in Engineering or Degree in Science, Commerce or Law.
- Chartered status (MRICS) or equivalent professional qualifications

- Extensive knowledge of Contractual Terms & Conditions and Commercial Contract Law;
- Excellent understanding & extensive experience of the procurement and contract administration processes and principles from preparation and issue of Bidders Lists, Contracting Plans and bid invitation package preparation through to award, administration and close out of Contracts;
- Strong grasp of procedural requirements & necessity of providing an Audit Trail for Management purposes
- Middle East/Arabian Gulf experience is preferred but not mandatory.

Cost & Estimating Engineer (Estimator II)
Specific Accountabilities
- Prepares material takeoffs on the most complex projects, drawings, and plans. Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy.
- Develop procedures for the preparation of estimates for modifications and additions to the onshore and offshore facility.
- Prepare and/or supervise the preparation of estimates in accordance with the approved procedure for all phases of the works from the agreed engineering deliverables to the appropriate level of accuracy.
- Receive the engineering estimate from the lead/project engineer for each modification/addition and incorporate into the overall estimate for all phases of the work.
- Prepare rationale statements to support the estimate identifying areas of weakness and or areas of risk
- Carry out validation and verification of the estimates using high level norms and by comparing with previous estimates, outcome costs and vendor prices.

- الحالة المعتمدة (MRICS) أو المؤهلات المهنية المعادلة
- خبرة ذات صلة بدور مماثل
- - معرفة واسعة بالشروط والأحكام التعاقدية وقانون العقود التجارية؛
- فهم ممتاز وخبرة واسعة في عمليات ومبادئ إدارة المشتريات والعقود من إعداد وإصدار قوائم مقدمي العطاءات وخطط التعاقد وإعداد حزمة دعوة العطاءات وحتى منح العقود وإدارتها وإغلاقها؛
- فهم قوي لمتطلبات الإجراءات وضرورة توفير مسار التدقيق لأغراض الإدارة

- إعداد و/أو الإشراف على إعداد التقديرات وفقًا للإجراء المعتمد لجميع مراحل الأعمال من المخرجات الهندسية المتفق عليها إلى المستوى المناسب من الدقة.
- تلقي تقدير هندسي من المهندس الرئيسي/مهندس المشروع لكل تعديل/إضافة ودمجه في التقدير الإجمالي لجميع مراحل العمل.
- إعداد بيانات منطقية لدعم التقدير وتحديد مجالات الضعف و/أو مجالات المخاطر
- إجراء التحقق والتحقق من التقديرات باستخدام معايير عالية المستوى ومن خلال المقارنة مع التقديرات السابقة وتكاليف النتائج وأسعار البائعين.
